Mission Statement

We will serve the people of Wyoming by receiving, safeguarding, and investing all funds in the possession of the State for purposes of safekeeping or investment in a prudent manner while complying with directives of Wyoming's Constitution and statutes.

Joseph B. Meyer

Joseph B. Meyer was elected Wyoming's 30th State Treasurer in November 2006 and was sworn in to office on January 2, 2007.

As State Treasurer, Meyer

  • Receives and invests all funds of the State, except for the State Retirement funds, and including the Local Government Investment Pool (WYO-STAR)
  • Administers the Unclaimed Property Program
  • Administers the CollegeInvest Wyoming Program (Wyoming's 529 family college savings plan)

Serves on boards and commissions as follows:

  • Wyoming Community Development Authority
  • Board of Deposits
  • State Canvassing Board
  • Wyoming Retirement System Board of Directors

Meyer also serves, or has served, on the Advisory Board for the University of Wyoming Law School, Wyoming Land and Water Review; currently chairman of the Board of Directors for the Cheyenne-Laramie County Board of Health; the Advisory Panel for the Federal Election Commission; the Board of Directors, National Association of Secretaries of State; the Board of Directors for the Frontier Certified Development Company; the Board of Trustees for Longs Peak Council, Boy Scouts of America; and currently the president of the Western Conference of State Treasurers.

Meyer served eight years as Wyoming's Secretary of State from 1999 to assuming his duties as State Treasurer. He was the Assistant Director of the Legislative Service Office from 1971 through 1985, was Attorney General from 1986 to March 1995 and was Special Assistant to the University of Wyoming President for Governmental Relations 1995 - 1997.

Meyer is a native of Wyoming and a graduate of Natrona County High School in Casper. Following graduation, he attended the Colorado School of Mines, and the University of Wyoming. He holds a Bachelor of Arts in Mathematics/Chemistry and his Juris Doctorate, both from the University of Wyoming.

Meyer co-authored School Finance in Wyoming, published in the Wyoming Land and Water Law Review. In 1992, he was the chairman of the Conference of Western Attorneys General. From 1987 to 1995 he was a member of the National Association of Attorneys General, serving on the Executive Committee from 1991 to 1993. In addition, Meyer has been an instructor at the UW College of Law, and has been a guest lecturer for the Rocky Mountain Mineral Law Foundation.

He and his wife, Mary, have two grown sons and two grandsons.
